Yan Xiuhua

Yan Xiuhua is a Senior Partner and leads the Beihai Office of Hiways Law Firm (Shanghai). She became a lawyer after 30 years in public security. Her 36 years of work span public enforcement, review and appeal cases, criminal defence, and matters with both civil and criminal issues. She handled major cases and led responses to several mass incidents. Her recent work covers company law, bankruptcy, distressed assets, and business disputes.

1. Creator of the "Yan Xiuhua Work Method", a basic law-enforcement guide for public-security organs, promoted nationwide; her work has been featured in Xuexi Qiangguo, People's Public Security News, Shandong TV, Qilu Evening News, and other mainstream media.
2. Member of the China Law Society; expert lawyer for the Shandong provincial government science and technology innovation public platform; national Class-II psychological counsellor; lecturer for the Tai'an municipal government sixth and seventh five-year legal-education programmes; honoured as an advanced individual by the provincial justice department; legal principal for multiple schools, committed to youth legal education.
3. Selected legal instructor and psychological instructor by Shandong provincial public-security organs; named a Taishan Public-Security Talent and Gold-Medal Instructor; taught front-line officers "On-Scene Incident Response" for 15 years, a classic course submitted by the Shandong Public Security Department to the Ministry of Public Security.
4. Author of the 270,000-word law-enforcement reference book Taishan Police Practice Guide, praised by the Ministry of Public Security Legal Affairs Bureau; then-Vice Minister Sun Maoli (then Director of the MPS Legal Affairs Bureau) wrote the preface and promoted it nationwide. Later co-authored the Shandong Provincial Public Security Organs Grass-Roots Police Law Enforcement Guide based on this book.
5. Published multiple papers in national media such as People's Public Security News and at Shandong Police College.
6. During 30 years of public-security service from 1990 to 2020, all administrative and civil cases she represented for public-security organs ended with zero losses.
7. Participated in drafting the Evidence Rules for Tobacco-Related Cases for the Shandong Provincial Tobacco Monopoly Administration.
8. Served as an expert member of the Shandong Provincial Public Security Department leadership group for the 2010 National Public-Security Law-Enforcement Standardisation Conference (Shandong venue).
9. Served as an expert member of the Shandong Provincial Public Security Department leadership group for the architecture design of the provincial public-security integrated system platform (including the case-handling system).
10. Received numerous awards and commendations during 30 years of public-security service, including three personal third-class merits. Among the major and classic cases she solved, the "11·12 Major Copyright Infringement of Chinese Language Newspaper Case" was commended by the State Council and named one of the 2011 "Top Ten National Anti-Pornography and Anti-Counterfeiting Cases", a classic case cited in IP-protection negotiations during President Hu Jintao's visit to the United States. The "11·27 Illegal Business Operation via Internet Case" that infringed tobacco-management order, solved in 2010, was named a classic case by the Shandong Provincial Public Security Department.
